How to Choose a Solar Installer in New England

Choose a New England solar installer with a 40-point scorecard for licensing, crew accountability, exact equipment, utility work, contracts, and service.

To choose a solar installer, compare at least three companies against the same property facts and require written evidence for eight things: legal authority, insurance, crew responsibility, exact equipment, normalized price and production assumptions, utility/interconnection work, workmanship and service ownership, and relevant references. Do not choose from a review average, panel brand, monthly payment, or salesperson’s promise alone.

In New England, verify each bidder for the state where the project will be built. Connecticut, Massachusetts, and Rhode Island have different contractor registrations, electrical credentials, consumer protections, and utility workflows. There is no single “New England solar license.”

What is the 40-point solar installer scorecard?

Score each finalist from zero to five in eight categories. A high total does not rescue a failed legal or insurance gate, an unidentified installer, or a contract that contradicts the sales presentation.

Scoring rule: A score of 32–40 identifies a well-documented finalist, not an automatic winner. A score of 24–31 identifies specific questions to resolve. Below 24, the missing evidence is usually too material to compare safely. Any zero in state authority/insurance or contract-party identity is a stop until corrected.

How do you make three installers quote the same project?

Give each bidder the same input sheet before comparing price. Otherwise, one company may size from twelve bills, another from one high month, one may include a panel upgrade, and another may omit it. Those are different projects.

Do not erase real differences. One bidder may find a roof repair or electrical issue another missed. Require each to show the evidence and price the same accepted scope, or clearly label an allowance and change trigger.

Normalize cash price before comparing financing. The Federal Trade Commission recommends detailed written bids with system size, expected output, full installation cost, permit fees, equipment warranties, and workmanship coverage (FTC solar guidance). If a loan is offered, compare its principal, APR, term, payment schedule, prepayment mechanics, and total payments against the same gross cash system. The CFPB has warned that solar-specific loans can embed dealer fees or other markups in the principal (CFPB solar-loan advisory).

A low payment is not a low project price. A high production number is not a more skilled installer unless its design and inputs withstand comparison.

Which licenses and registrations apply in Connecticut, Massachusetts, and Rhode Island?

Verify credentials through official state systems for the project’s location. Ask the local building official which credentials apply to unusual structural, roofing, service, battery, or ground-mount scope. The table is an orientation, not legal advice.

Connecticut DCP explains that PV-1 and PV-2 limited solar-electric holders may work within their defined solar scope but may not connect to existing panels, circuits, building wiring, or the utility meter; that connection requires an E-1 or E-2 holder (Connecticut solar-trade scopes). Connecticut also distinguishes contractor credentials from journeyperson/employee credentials. Use the Connecticut license-verification workflow rather than accepting a proposal logo.

Massachusetts says solar-panel work on covered existing homes requires HIC registration, a building permit, a Construction Supervisor License, and licensed trades as applicable; project specifics remain subject to the building official (Massachusetts HIC contractor resources). Massachusetts also says a company performing electrical work needs the applicable business license and a licensed master electrician serving as licensee of record (Massachusetts electrician guidance).

Rhode Island’s Attorney General warns that the sales company, installation company, and finance company may be separate and tells buyers to identify whether the electrician is an employee or subcontractor. The AG’s current solar initiative describes the contractor-registration or Renewable Energy Professional route and emphasizes that licensure is not a performance endorsement (Rhode Island AG solar guidance).

DOE recommends interviewing several installers, confirming local licensing and insurance, checking subcontractors, comparing equipment and price, and speaking with references (DOE choosing a solar installer). A voluntary certification can add relevant evidence, but it does not replace state authority. Verify any named NABCEP credential holder and role in the NABCEP professional directory.

How should you compare in-house crews and subcontractors?

Do not award points merely for the word “in-house,” and do not reject a disclosed subcontractor merely for being a subcontractor. Score whether the complete labor and accountability chain is identified, qualified, supervised, insured, and tied to the contract.

Strong evidence is a named company, written scope, verified credential, current insurance, supervision plan, change authority, and one contract party that remains accountable to the homeowner. Weak evidence is “our trusted partners” without names or duties.

Ask what happens when the field crew finds damaged decking, unexpected rafters, a service issue, or a layout conflict. Who can stop work? Who approves changes? Who documents the as-built design? A defined escalation path is more probative than a payroll label.

Why do exact equipment models and quote normalization reveal installer quality?

Exact model numbers expose whether the proposal is an engineered scope or a sales placeholder. Production estimates should be comparable, not identical. Require each installer to expose its weather data, shade method, layout, system losses, clipping, degradation and utility assumptions. If one estimate is higher, ask for the input difference. Do not score the highest number as “best.”

How do you test local utility and interconnection experience?

Do not ask, “Do you handle interconnection?” Ask the bidder to map the exact utility workflow, deliverables, owner dependencies, correction responsibility, and authorization-to-operate milestone for your address.

Connecticut’s RRES program is administered through Eversource and UI; PURA says it does not approve or maintain a list of solar companies and regulates installer participation in the utility interconnection process (Connecticut PURA consumer FAQ). UI states that installers or authorized agents submit the interconnection and incentive-rate package through its portal and track the project lifecycle (UI Connecticut Renewable Energy Solutions). Experience with one Connecticut utility is not automatic proof of experience with the other.

Massachusetts requires written utility approval through an Interconnection Service Agreement and subsequent Authorization to Connect before a distributed resource connects. The DPU regulates standardized tariffs, but utility territory and project facts still matter (Massachusetts utility interconnection). Municipal light plant processes may differ from investor-owned utilities, so name the actual utility rather than saying “Massachusetts interconnection.”

Rhode Island’s current 2026 residential guide includes installer selection, contract, interconnection and post-installation steps (Rhode Island Office of Energy Resources guide). Ask a Rhode Island bidder which Rhode Island Energy path the proposal assumes, who submits required forms, and what happens if utility review changes the design. Do not treat program or interconnection experience as a promise of incentive availability, approval, cost, or timing.

How should workmanship warranty and service ownership affect the choice?

Choose the installer that names who diagnoses and remedies installation problems after commissioning, not the one that advertises the longest unexplained warranty term. Manufacturer product coverage, installer workmanship coverage, roof-leak responsibility, monitoring, and paid maintenance are different obligations.

The best evidence is operational: a written intake process, a sample closeout package, named warranty provider, clear labor/travel rules, and references who have used service—not merely installation-day reviews. A company can be responsive during sales and still have an undefined service system.

How do you verify references and reputation without trusting a star average?

Use reviews to find questions, then use references and records to verify answers. Review platforms can contain genuine experiences, selection bias, unresolved complaints, duplicate themes, or responses written before long-term service was tested.

Request three consented references that are relevant to your decision:

  1. one recent completed project under the same utility and ownership method;
  2. one project with a similar roof, electrical, battery, or construction complication; and
  3. one older project where the owner has requested monitoring, warranty, repair, or other post-installation help.

Ask each reference the same questions: Who sold and installed the system? Did equipment and scope match the contract? What changed and how was price approved? Who handled permits and utility corrections? What documents arrived at closeout? Has service been requested, and which company responded? Would the owner choose the same firm knowing the full process?

Verify the reference’s relevance without asking for private bills, account numbers, or unconsented documents. A drive-by can show an array exists, but it cannot prove design quality, contract fairness, production, or service. Project photos should be tied to an explanation of property consent and scope; stock images earn no score.

These are selection inputs, not state endorsements.

Which contract and sales red flags should stop the deal?

Stop and resolve any contradiction between the sales presentation, proposal, financing document, and installation contract. The signed documents control more than a text message or slide deck.

The FTC warns against government-affiliation claims, “free” solar promises, rushed signatures, hidden fees, and contracts presented without review time (FTC solar scam alert). Rhode Island’s AG similarly advises buyers to identify project companies, understand total costs, ask who maintains the system, and read contract terms closely. State-specific cancellation, HIC, finance, and consumer rules require current professional or agency review; do not borrow one state’s rule for another.

Pressure is not proof of fraud, but it is a reason to stop. A decision-ready installer can explain why a price, equipment allocation, or program deadline has a real expiration and show the source.

What is the final three-bid selection workflow?

Use a controlled sequence so a low payment or polished salesperson cannot bypass technical and legal review.

  1. Create the shared input sheet. Use the same bills, roof facts, future loads, ownership path, and requested scope.
  2. Collect three complete proposals. Do not score a teaser, preliminary payment, or brand-only layout as a bid.
  3. Run hard gates. Verify legal entities, state authority, insurance, contractor of record, actual installer, contract identity, and complete documents.
  4. Normalize design and money. Align system scope, exact models, production inputs, cash price, finance, roof/electrical work, utility treatment, and exclusions.

Frequently asked questions about choosing a solar installer

How many solar installer quotes should I get?

Three complete, independently reviewable proposals are a practical minimum. More are not automatically better if they use different inputs. Normalize the same property, design scope, ownership method, cash basis, utility assumptions and exclusions before scoring.

Should I choose the cheapest solar installer?

Not until scope is matched. A lower bid may omit roof work, service upgrades, permit fees, exact equipment, monitoring, warranty labor, financing fees or utility contingencies. It can also be a legitimate lower price. Require a written reconciliation of the differences.

Are local solar installers always better than national companies?

No. Geography and size do not establish competence or service. Score the legal entities, actual crew, local utility evidence, exact design, contract, service system and references. A national brand may use a capable local installer; a nearby company may still have weak processes.

Are in-house solar crews always better than subcontractors?

How can I verify a solar installer’s license?

Does NABCEP certification mean the installer is licensed?

No. NABCEP is a voluntary professional credential, not a government contractor or electrical license. Verify the named credential holder, type, status and role, then separately verify required state and local authority.

What exact equipment should a solar quote name?

At minimum, require exact modules, inverters or microinverters, optimizers, racking, attachments/flashing, rapid-shutdown, monitoring and relevant service/battery equipment. Quantity, data sheets, warranties, compatibility and substitution rules also matter.

How do I compare workmanship warranties?

Can an installer guarantee permission to operate?

What should I ask a solar customer reference?

Should I sign if a discount expires today?

Not before receiving and reviewing the complete contract, finance documents, equipment, scope, assumptions and cancellation terms. Ask for the source and operational reason for the expiration. A deadline does not remove the need for verification.

What if every installer leaves some scorecard fields blank?

Send all finalists the same written follow-up and score the response. If a material field cannot be known before site verification, require a clearly labeled allowance, responsible party, decision trigger, price method and right to approve or stop the change.

Exact-keyword and New England searches commonly surfaced marketplace lists, installer-authored checklists, star ratings, generic “questions to ask,” and rankings that mix company claims with state incentives.
