Eversource’s current rate page identifies Somerville in its Greater Boston area and places current residential service within Eastern Massachusetts. That geographic label does not tell you whether the address is on a radial circuit, spot network, or area network. DOER’s current program page says Program Year 2026 includes 600 MW AC of capacity for units subject to the capacity cap. It also records June 26, 2026 emergency regulations and related guideline updates. A proposal should therefore identify the source date and what happens if qualification, capacity, category, or rate differs from the estimate.
Use this formula only as an illustrative check:
Estimated first-year SMART payment = qualified metered production × approved incentive rate
If a modeled system generates 7,000 kWh in year one and qualifies at $0.03 per kWh, the arithmetic is $210. That is not a Teamsun forecast, approval, or guaranteed payment. Eversource’s current SMART page says the installer applies through the program, a W-9 and payment selection are required, and payments begin after interconnection and qualification. It also says the rate depends on DOER approval. Keep those utility milestones separate from the construction invoice.
Are SMART 3.0 and net metering the same benefit?
No. SMART is a production incentive. Net metering is a bill-credit mechanism for eligible net excess generation. A qualifying project may receive both SMART and net-metering treatment, but it cannot receive net-metering credits and alternative on-bill credits for the same generation at the same time.
Massachusetts DPU’s current net-metering eligibility guidance says the facility must interconnect with a regulated utility and meet program rules. The July 2026 Net Metering Guide explains that the nameplate cap-exempt threshold is now 25 kW and that some larger eligible Class I facilities serving on-site load can avoid a cap allocation when stated conditions are met.

Somerville’s multi-unit buildings add another question: which meter and host customer receive the production and credits? Massachusetts has a single-parcel rule and statutory exceptions. Here is a limited worked example for the base building permit line only:
- Proposed DC size: 8.8 kW, or 8,800 watts.
- City solar estimated-cost basis: 8,800 × $5 = $44,000.
- Base building permit line: 44 units of $1,000 × $20 = $880.
That $880 is not a total permit quote. Plan review, safety review, electrical permit, service changes, meters, zoning, historic, resubmission, reinspection, processing, or other items can change the amount. The Building Official determines the accepted fee basis.
Somerville’s July 29, 2026 open dataset confirms that real solar applications carry separate and variable amounts. For example, 114 Cedar Street’s 8.8 kW DC building permit lists $1,196, while its electrical permit describing a 100-to-200-amp service upgrade and work on two existing services lists $240. The IRS page, updated July 4, 2026, says the old 30% Section 25D credit applied through December 31, 2025 and is not available afterward. It also says the credit belongs to the installation year, not merely the purchase date. A 2025 deposit does not create a 2026 credit.
