Emergency pricing should not be disguised as routine maintenance, and routine maintenance should not promise emergency response. When is cleaning a justified maintenance expense?

Routine observation or cleaning does not authorize an electrical alteration. Conversely, calling replacement work “maintenance” does not avoid permits or utility review.
